
The Albanian Civil Aviation Authority, as Project Partner of the Interreg IPA South Adriatic project ON CLOUD NINE+, organized a one-day regional workshop titled “Area of Liability in Air Transportation and Insurance Aspects”, held at the Xheko Imperial Hotel in Tirana.
The event brought together key institutional representatives, airline operators, legal and insurance experts from Albania, Italy, and Montenegro to exchange views and strengthen collaboration on the evolving legal, regulatory, and risk management landscape in air transport.
Throughout the day, participants explored the implementation of the Montreal Convention and EU regulations on passenger liability, the roles of national authorities, and current jurisdictional challenges. The discussions also addressed airline practices in claims handling and risk management, the structure of insurance contracts and risk profile evaluation, and new and emerging liability areas such as cybersecurity, drone operations, and public health threats. A dedicated session focused on crossed liability within the airport environment, highlighting how responsibilities are shared among various airport actors.
As a result of the workshop, several priority areas were identified for future action. These include the need to align national legislation with updated international liability limits, and the promotion of the Montreal Convention to raise passenger awareness and enable rightful claims. Participants also emphasized the importance of addressing the regulatory challenges posed by digital transformation, encouraging ICAO-level guidance through implementation protocols and best practice sharing. Furthermore, sharing experiences with countries facing similar challenges and continuing open dialogue between regulators, the industry, and the judiciary through workshops like this one were seen as key to improving passenger protection and aligning practices across the region.
This workshop marks another concrete step in advancing the ON CLOUD NINE+ project’s vision for a safer, more resilient, and passenger focused air transport system in the South Adriatic area.
