The Ministry of European Affairs of Montenegro recently organized a Project Cycle Management (PCM) training aimed at empowering municipalities to better utilize EU funds, improve public service delivery, and enhance local development. The training was conducted on November 25–26, 2024, at Hotel Bianca in Kolašin, with the participation of 21 representatives from municipalities across Montenegro.
This initiative is part of the strategic project "Governance - Strengthening and Simplifying Processes for a Digital and Well-Managed Southern Adriatic". The project, which runs until 2027, is a collaborative effort involving:
- The Regions of Puglia and Molise (Italy)
- The State Agency for Strategic Programming and Coordination of Assistance (Albania)
- The Ministry of Finance and the Ministry of European Affairs (Montenegro)
Addressing Key Challenges
Montenegrin municipalities often face obstacles such as limited resources, insufficient technical expertise, and complex management processes. The PCM training focused on building the skills needed to effectively manage projects and leverage EU funds to address these challenges.
The Strategic Governance project aims to:
- Simplify and digitalize public service procedures for increased efficiency and quality.
- Enhance the skills of public administrations in managing digital tools and EU cohesion policies.
- Strengthen the capacity of local governments to program and implement EU-funded projects for greater territorial impact.
Participants engaged in interactive sessions designed to equip them with practical knowledge and tools for effective project cycle management. By building these capacities, the Ministry aims to create more responsive and innovative local governments capable of driving sustainable development in Montenegro.
