
In today’s world, digital services are not a luxury: they are essential for local governments to meet citizens’ needs. Yet, many municipalities in Puglia still struggle to keep pace with digital transformation. Without clear and consistent data on their current digital capacity (from infrastructure to staff skills) it’s difficult to plan improvements or deliver more efficient services.
To address this challenge, Puglia Region, as lead partner of the EU-funded GOVERNANCE strategic project, has launched the DIGITS survey. Developed by the National Interuniversity Consortium for Informatics (CINI) for the Puglia Region, with support from ANCI Puglia, the survey gathers strategic information from all municipalities to offer a structured snapshot of their digital maturity.
The questionnaire includes 15 multiple-choice questions across six areas:
- infrastructure
- digital skills
- planning
- data use
- emerging technologies
- inclusion.
Although it does not provide individual scores, the collected data will contribute to a comprehensive regional overview.
The questionnaire is intended to be completed by one technical representative from each Municipality, preferably the Chief Digital Transition Officer (RTD). The estimated completion time is 20–30 minutes. An introductory video and an operational guide are available for support.

This shared picture will be made available through the GOVERNANCE Multifunctional HUB, a collaborative online platform developed within the project. The HUB will also offer tools, resources, and replicable good practices to support innovation and cooperation among public administrations.
